407 Area Code: Orlando, 321 and 689 Overlays

Area code 407 serves Orlando and the surrounding Central Florida counties. It opened in 1988, and the 321 and 689 area codes now cover the same region. This guide covers the history, the coverage area as the Florida Public Service Commission describes it, and how to dial local calls.

By EaseDial Editorial · Sources checked October 2026 · United States

Area code 407 opened in April 1988, according to the FCC. It serves Orlando and the rest of Orange, Osceola, and Seminole Counties, plus parts of Lake and Volusia Counties. The 321 area code was added over the same region in the late 1990s and the 689 overlay followed in 2019, so a phone in Orlando can have any of the three.

Quick answer

  • 407 opened in April 1988 (FCC). The PSC says it serves Orange, Osceola, and Seminole Counties and parts of Lake and Volusia Counties.
  • 321 and 689 are overlay codes on the same region. Existing 407 numbers do not change.
  • Local calls in the overlay region use 10 digits. The PSC said so in 2018, and a 2019 AT&T notice repeated it.
  • The 321 area code also serves Brevard County, which is outside the 407 territory and is not covered by the 689 overlay.

How 407 became the Orlando code

  1. April 1988: The FCC lists area code 407 as opening in April 1988. Per Wikipedia, which cites a 1993 NANPA document we could not open, 407 was carved out of area code 305. The regulator sources we checked do not say this.
  2. 1998: The PSC approves a limited overlay, area code 321, by Order No. PSC-98-1761, according to a 2018 PSC staff memo. The FCC lists 321 as opening in November 1999.
  3. May 15, 2001: NANPA petitions the PSC to approve an overlay plan for 407/321, because it projects that the codes will run out in the fourth quarter of 2003.
  4. March 25, 2002: The PSC approves a third area code as an overlay (Order No. PSC-2002-0405-FOF-TL). NANPA assigns 689, with an implementation date of July 15, 2002.
  5. May 31, 2002: New NANPA exhaust dates were posted before 689 went live. The PSC suspends the 689 overlay indefinitely (Order No. PSC-2002-0743-FOF-TL).
  6. May 16, 2018: NANPA tells the PSC that 407 has about 12 months of numbers left and asks it to lift the suspension.
  7. July 10, 2018: The PSC staff memo places the request on the Commission agenda for this date and recommends lifting the suspension. The approval itself is described in a 2019 AT&T notice.
  8. June 4, 2019: Per the AT&T notice, customers may be assigned 689 numbers from this date. The FCC lists 689 as opening in June 2019.

Where area code 407 is used

The PSC staff memo of June 27, 2018 says the 407 area code serves Orange, Osceola, Seminole, and parts of Lake and Volusia Counties in Central Florida. The same counties are named for the 689 overlay.

An archived copy of an older PSC area code page, which is dated and says its lists change as prefixes are added or returned, names these places in 407: Apopka, Celebration, Kissimmee, Lake Buena Vista, Montverde, Orlando, Oviedo, Saint Cloud, Sanford, Winter Garden, Winter Park, and Windermere, among others. Use it as a guide only. The PSC sources do not give street or city boundaries, so confirm a specific address with your phone provider before you assume its area code.

Brevard County is not part of this region. The PSC memo says Brevard County is served only by area code 321 and the 689 overlay does not directly affect it.

Why 407 needed relief, and why an overlay was chosen

Each area code has 792 usable prefixes of 10,000 numbers each, according to the PSC staff memo. When all prefixes are assigned, another area code is needed. NANPA, the neutral administrator, forecasts when each code will run out.

The 407 region has been close to that point more than once. The projections moved a great deal, and conservation measures bought time. The PSC memo says thousands-block number pooling and code reclamation delayed the need for another area code in the 407/321 area for 16 years after the 2002 suspension.

The memo shows the overlay was already the plan in 2002, and the regulator described the 2018 step as lifting a suspension of that existing plan. The documents we opened do not discuss splitting the region instead. Federal rules say a state commission decides whether relief takes the form of a split, an overlay, or a boundary realignment (47 C.F.R. 52.19, quoted in the memo).

The memo also notes that NANPA inadvertently assigned 56 prefixes of the 321 code outside Brevard County, about 7 percent of the 321 prefixes, and that none have been assigned outside Brevard since 2015.

The 321 and 689 overlays and what they change

An overlay puts a second or third area code on the same geography. The 2019 AT&T notice says the 689 overlay does not require customers to change their existing area code or phone number, or how they dial.

  • Existing numbers: they do not change. The notice says customers' numbers, including the current area code, stay the same.
  • Local calls stay local: the notice says the price of a call, the coverage area, and other rates and services do not change because of the overlay.
  • Who gets 689: per the notice, from June 4, 2019 a customer requesting new service, an additional line, or in some cases moving service may be assigned a 689 number.
  • Brevard County: the notice says customers with 321 numbers serving Brevard County are not affected by the 689 overlay.

Time zone and daylight saving time

Area code 407 uses Eastern Time. The tz database zone table lists America/New_York as "Eastern (most areas)," and the database's own notes include most of Florida under US eastern time. Federal rules place the Eastern and Central boundary in the Florida panhandle, along the Apalachicola River (49 C.F.R. 71.5), far from Orlando.

Daylight saving time starts at 2:00 a.m. on the second Sunday of March and ends at 2:00 a.m. on the first Sunday of November. The NIST page says these rules were enacted by the Energy Policy Act of 2005. In 2026, NIST gives March 8 and November 1 as the change dates.

How to dial a 407 number

North American numbers have three parts: a country code, a three-digit area code, and a seven-digit local number. NANPA says the ITU assigned country code 1 to the NANP area.

The PSC staff memo of June 2018 says calls within the 407 area already required ten digits because of the 321 overlay. The 2019 AT&T notice tells customers in the region to keep dialing 10 digits for local calls within and between 407, 321, and 689, and 1 plus 10 digits for long-distance and operator-assisted calls. Three-digit dialing stays available for 911, and for 211, 311, 411, 511, 611, 711, and 811 where offered. The AT&T notice is a carrier document from 2019, so confirm current rules with your provider.

The same notice says Brevard County customers with 321 numbers could keep dialing 7 digits for calls within 321. That applies to Brevard only and is not a 407 rule. It is also a 2019 statement, so check it with your provider if it matters to you.

The AT&T notice advises customers to make sure equipment recognizes 689 as a valid area code and keeps 10-digit numbers stored. Its examples include contact lists in mobile and cordless phones, PBXs, fax machines, speed dialers, call forwarding settings, voicemail services, medical alert devices, security alarm systems and gates. It also suggests checking websites, stationery, advertising, and printed checks for the area code.

Caller ID and scams with a 407 number

The FTC warns that "Scammers can make any name or number show up on your caller ID." The FTC calls this spoofing. Scammers can also match the first six digits of your own number, which the FTC calls neighbor spoofing.

  • If you pick up and do not recognize the caller, the FTC advises you to hang up.
  • If it is a robocall, the FTC says not to press any numbers, because that may bring more robocalls.
  • The FTC calls call blocking your strongest protection against unwanted calls, since scammers ignore the Do Not Call Registry.

A 407 number shows the code that was assigned, not who is calling or where they are. The sources checked do not say that 407 numbers are targeted more than other codes. Because 407, 321, and 689 share one territory, none of the three is a reliable sign that the caller is in Orlando.

Business numbers in the 407 area

407 identifies the Orlando area, but a business there may hold a 407, 321, or 689 number, since all three serve the same region. The AT&T notice says 689 numbers can be assigned to customers requesting new service or an additional line. Which code a new line gets depends on the provider's inventory, so ask before you plan a campaign or print a number.

Because the three codes share one territory and all local calls among them use 10 digits, route calls by team or extension, not by area code. Customers who print or store numbers should include the area code every time.

Important: Whether a specific 407 number can be assigned to your business depends on your phone provider and its current inventory. This guide does not make claims about availability.

Before you use a 407 number

  • Confirm the number is available from your provider, and get its terms in writing.
  • Ask who owns the number and whether it can be moved to another provider if you switch.
  • Ask whether a new line would be a 407, 321, or 689 number.
  • Program 10-digit numbers on every system, including PBXs, fax machines, alarms, call forwarding, and voicemail.
  • Print the full 10-digit number on stationery, cards, and advertising.
  • Route calls by team or extension, because three codes share one territory.
  • Check each site's address. The PSC names counties, not street boundaries, so confirm the address with your provider. Brevard County is a different case.
  • Plan for caller ID. A 407 number does not prove who is calling, and neighbor spoofing copies the first six digits of your own number.

Frequently asked questions

Which area is the 407 area code for?

Area code 407 serves Orange, Osceola, and Seminole Counties and parts of Lake and Volusia Counties in Central Florida, according to the Florida Public Service Commission (PSC). Orlando is the best-known city in that area. The FCC lists 407 as opening in April 1988.

Is area code 407 being split or replaced?

No. 407 was never replaced. The PSC memo treats 407 and 321 as one numbering plan area, and a 2019 AT&T notice says existing numbers did not change when the 689 overlay was added. The sources we checked show no new split or new area code planned for this region.

Do I need to dial 10 digits for a 407 number?

Yes for local calls in the 407, 321, and 689 overlay region. A June 2018 PSC staff memo says calls within the area already required ten digits because of the 321 overlay approved in 1998. Long-distance calls use 1 plus the area code and number. You can still dial three digits for 911.

Will a new line in Orlando get a 689 number?

Possibly. AT&T, in a 2019 customer notice, said that beginning June 4, 2019, customers in the region could be assigned a 689 number when requesting new service, an additional line, or in some cases moving their service. Which code you get depends on your provider, so ask before you print a number.

Does a 407 number mean the caller is in Orlando?

Not always. The FTC says scammers can make any name or number show up on caller ID, and neighbor spoofing copies the first six digits of your own number. A local-looking number is not proof of who is calling.
